Secretary of State Marco Rubio has said of Cuba: "Their economic model isn't working, and those in charge can't fix it, and the reason they can't fix it isn't just because they're communists—that's bad enough—but because they're incompetent communists. The only thing worse than a communist is an incompetent one."
