a sweeping Executive Order aimed at transforming the structure of the federal
government, a measure that could significantly alter the employment status of
thousands of high-ranking public officials.
The order reclassifies more than 8,000 high-level federal
employees to an "at-will" service category, which would allow the
Executive Branch to remove them from their positions more easily and without
the traditional protections offered by the civil service system. According to
